Information moves through an organisation. Identity should not have to move with it.

THE FIRST PRINCIPLE
The individual is the source of operational evidence—not a surveillance target.
Most organisational systems are designed to collect information upward and direct decisions downward. What they rarely provide is a protected interface that keeps the individual inside the system without making the individual visible to it. SCP was built around that missing interface. Human Operational Evidence Infrastructure turns that separation into infrastructure.
The organisation may receive the collective signal. The identity behind that signal does not become a management instrument.
Privacy therefore precedes the evidence.
Without that boundary, participation may produce data—but not the trusted human reference.

Subjective input can enter an objective reference only through a protected route.

PARTICIPATION CANNOT BE TAKEN
Trust has to be earned before evidence can be relied upon.
STPF makes these conditions explicit before participation produces organisational evidence. This is the purpose of the Shared Trust & Participation Framework.
Participation is not extracted. It is earned.

The quality of governance evidence therefore depends partly on the trust architecture that produces participation.
THE BOUNDARY FOLLOWS THE DATA
Protection survives after the moment of participation.
A privacy architecture is incomplete if protection exists only at the point where information is entered. The boundary must remain active throughout the information lifecycle.
PURPOSE
Personal data is processed only for defined SCP functions and, where applicable, protected organisational insight.
ACCESS
Personal information is available only to authorised parties required to operate, secure or support the system. Organisational users receive aggregate information according to the applicable access structure.
USE
SCP outputs must not be used for individual surveillance, diagnosis, individual performance assessment or employment decisions.
RETENTION
Personal information is retained according to defined operational, contractual and legal requirements rather than indefinitely by default.
RIGHTS
Applicable rights to access, correction, deletion, restriction, objection and portability remain with the individual under the governing data-protection framework.
The purpose must not expand simply because the data exists.
FROM POLICY TO INFRASTRUCTURE
Trust scales only when its boundaries are standard.
A promise depends on the person making it. An infrastructure depends on rules that remain in place regardless of who is operating inside it.
That is the standard SCP establishes: not more information about people, but a better boundary between people and the information an organisation legitimately needs.
A human metric must never require the human being to surrender themselves to the metric.
The organisation gains the reference. The individual keeps the boundary.
That is the difference between measuring people and governing with human evidence.
